  • Overview

    We are seeking a Jr. Program Analyst to support a DoD program office in San Diego, CA!


    • Assist in the full life-cycle management of contracts management, to include pre-award market research, RFP development, contract execution and monitoring, and contract close-out.
    • Support pre-award market research and surveys to identify potential sources, contract vehicles, and acquisition approaches, including analyzing and documenting small business capabilities.
    • Recommend acquisition strategies in support of specific SC/A customers, programs, and/or individual FMS/FMF/BPC cases.
    • Assist in preparing contract documentation to include SOWs/PWSs, CDRLs, QASPs, IAMs, IGCEs.
    • Prepare and monitor acquisition POA&Ms to support efficient release of RFPs and contract awards.
    • Execute contract actions in DoD financial systems; track, monitor, and report on contract status to ensure timely execution of contract modifications.
    • Assist in preparing, tracking, and storing post-award documentation.
    • Perform non-inherently government tasks related to earned value management (EVM) analysis and other data analysis on contract performance.
    • Maintain expertise in multiple cost estimating techniques and approaches, including parametric and non-parametric modeling; perform cost risk/uncertainty analysis.
    • Apply industry standards (e.g., GAO Cost Estimating and Assessment Guide) to all cost estimates.
    • Obtain pricing information from suppliers to inform FMS case pricing and availability.
    • Support Life Cycle Cost Estimating including requirements assessment, software cost estimating, and Operations and Support cost estimating.
    • Prepare evaluation of alternative solutions and support data normalization and analysis.
    • Provide justification and analysis for basis of cost estimation; document and present executive summaries on pricing recommendations.
    • Provide analysis and recommendations on estimation for future/unknown SC/A capabilities.
    • Other duties as assigned.


    • An active secret clearance is required to be considered for this position.
    • Bachelor’s Degree in a relevant field.
    • One (1) year of professional experience required.
    • One (1) year of experience working with DoD acquisition programs preferred.
