The Team:

As a member of the PMW 150 NS47 Professional Support Services (PSS) team, you will provide financial management, program management, acquisition, product installation management and planning to the Command and Control (C2) Program Office (PMW 150) which is part of Program Executive Office, Command, Control, Communications, Computers and Intelligence (PEO C4I). PMW 150’s mission is to transform operational needs into effective and affordable C2 capabilities for Navy, Marine Corps, Joint, and Coalition warfighters.

Currently, Sentek’s specific niche on the NS47 contract is in PMW 150’s Maritime C2 division as Planning & Design. Maritime C2 Products are Global Command and Control System – Maritime (GCCS-M), Maritime Tactical Command and Control (MTC2), Command and Control Personal Computer (C2PC), Theater Battle Management Core System (TBMCS), and Joint Automated Deep Operations Coordination System (JADOCS). Our task is to provide long-range planning and schedules, funding, budgeting, and installation documentation to install and integrate these systems in a shipboard operational environment. We cover both the modernization of current United States Navy ships, as well as, supporting new and future construction efforts.

The Role:

Reporting to the Program Manager, the Jr. Program Analyst will provide programmatic and front office support to a government client in San Diego, CA.

What You'll Do:

  • Develop and/or provide briefings, estimates, financial and engineering documents, point papers and correspondence for Global Command and Control System – Maritime (GCCS-M), Maritime Tactical Command and Control (MTC2) and Naval Air Operations Command and Control (NAOC2) systems installations and related issues for all Ship Construction and Conversion, Navy (SCN) and National Defense Sealift Fund (NDSF) funded new construction and Refuel and Complex Overhaul (RCOH) ships and Submarine installations.
  • Attend SCN, submarine installation and GCCS-M related meetings, PARM Reviews, Quarterly Program Reviews (QPRs), ISRATs, and financial reviews.
  • Act as GCCS-M SCN Subject Matter Expert (SME) for Working Groups and Lean Six Sigma, and other events.
  • Liaison with PEO C4I, PMW 750 and PMW 760 ship platform managers and staffs on SCN matters and PMW 770 and Naval Undersea Warfare Center (NUWC) for submarine matters.
  • Develop, execute and track SCN financial documents to include 7300 forms and Basis of Estimate (BOE) forms, Annual SCN spend plans, Operation Phasing Plans (OPP) and associated budget documents and information requests.
  • Direct execution of SCN/NDSF funding documents, coordinating receipt and distribution of funding from customers to performers, as well as, pull back of unexpended funds.
  • Ensure PMW 150 Maritime C2 systems meets all contractual Schedule delivery dates in accordance with the SPD parts 1 through 3 and Design Budget Execution Plans (DBEP) for each hull.
  • Coordinate production and deliveries of Government Furnished Information (GFI) (i.e. System Block Diagram, Block Wiring Diagram, Cable Run Sheets, Outline & Installation Drawings, Technical Manuals etc.), and Government Furnished Equipment (GFE) for SCN hulls.
  • Coordinate review and technical analysis of documents between MAR C2 systems and various other C4I systems on board SCN platforms.
  • Coordinate with PEO C4I, PMW 750/760, PEO LCS, PEO Ships AM, PEO CVN, NAVSEA PMS 312, 317, 377, 420, 495, 501 and 502, SPAWAR System Centers, PMW-160, TYCOMS, NUWC, PMS 450 (Virginia Program), PMS 392 (Trident Program), industry teams and other external stakeholders as necessary in support SCN planning.
  • Create and maintain Fleet Readiness Certification Board (FRCB), Work Scopes, and Ship Change Documents (SCD).
  • Develop and maintain implementation cost models.
  • Develop, analyze, and execute Spend Plan.
  • Coordinate across PMW Maritime C2 Division’s, engineering, Information Assurance (IA), Configuration Management (CM), Logistics and other required areas for program implementation.
  • Develop, analyze, execute, and maintain Fielding Plan with PMW 750/760/770/790.
  • Provide POM inputs to support modernization objectives.
  • Liaison with PMW 150 I-Reps to resolve planning and execution year issues.
  • Order hardware and software license procurement, installation, training and logistic support to field, support, and retire systems.
  • Respond to program funding data calls to justify funding requirements.
  • Bid and Proposal support if requested.
  • Other duties as assigned.

What We're Looking For:

  • An active secret clearance is required to be considered for this role.
  • Three to Five (3-5) years’ experience supporting US Navy C4I systems or supporting another DoD government agency.
  • Bachelor’s Degree from an accredited university.
  • Experience managing, planning, organizing, and scheduling program-specific activities.
  • Travel required: Less than 10% required.
  • Per our contractual agreement with the U.S. Government, a full-time employee “FTE” is required to work 1920 hours in the calendar year.
